Preparations for the establishment of state police have received a boost as the Inspector General of Police, Olatunji Rilwan Disu, submitted a comprehensive framework to the Senate outlining modalities for its creation.

The document, presented on behalf of the police chief to the Deputy President of the Senate, Barau Jibrin, forms part of ongoing efforts to decentralise policing and strengthen the internal security architecture in the country.

Disu forwarded the 75-page report through Professor Olu Ogunsakin, who chaired the Nigeria Police Force committee tasked with developing proposals for the establishment of state police.

The submission took place at the National Assembly in Abuja, where Jibrin also chairs the Senate Committee on the Review of the 1999 Constitution.

According to a statement by his media aide, Ismail Mudashir, the document—titled “A Comprehensive Framework for the Establishment, Governance and Coordination of Federal and State Police”—details proposed structures, governance models and operational procedures for state policing.

The IGP said the framework reflects extensive consultations and professional input from the Force, covering operational, legal and administrative considerations tied to the proposed reform.

“The report covers the considered views, professional insights, and strategic recommendations of the Force, derived from extensive consultations and a careful assessment of the implications of instituting state police in Nigeria,” he said.

He added that the document represents the official position of the Nigeria Police Force and is intended to support ongoing constitutional review deliberations.

Responding, Jibrin commended the IGP for what he described as a proactive and timely contribution, noting that the initiative aligns with the broader security agenda of President Bola Ahmed Tinubu.

He assured that the Senate Committee would review the submission alongside other memoranda as part of efforts to arrive at informed and balanced decisions on the proposed constitutional amendment.
