Oborevwori Urges Stronger Intelligence, Multi-agency Cooperation To Tackle Insecurity

Delta State Governor Sheriff Oborevwori has called for a decisive shift from reactive security management to preventive, intelligence-led and collaborative governance to address Nigeria’s evolving security challenges.
Oborevwori, who was represented by his deputy, Dr. Monday Onyeme, made the call on Monday when participants of the Advanced Intelligence Officers’ Course 16/2026 of the Defence Intelligence College, Karu, Abuja, visited the state on a study tour.
The Governor stressed the importance of integrated intelligence, multi-agency coordination and regional cooperation in protecting critical national assets, strengthening national resilience and safeguarding economic stability.
He said intelligence gathering must go beyond information collection and translate into timely decisions, effective action and measurable security outcomes.
“The security problems confronting Nigeria demand a decisive shift from reactive security management to preventive, intelligence-led and collaborative security governance. Intelligence must translate into timely decisions, effective action and measurable security outcomes,” he said.
He urged the participants, who he described as future senior intelligence and security leaders, to apply the knowledge gained from the study tour to strengthen national resilience and deepen cooperation among security institutions.
Oborevwori said Delta was particularly relevant to the course because of its strategic position in the Niger Delta as an oil and gas hub, maritime gateway and major agricultural belt.
He said security in Delta has wider implications for the Niger Delta, the protection of critical national assets and Nigeria’s overall economic security.
The Governor said his administration had continued to strengthen collaboration among the Army, Department of State Services, Police, Navy, Nigeria Security and Civil Defence Corps and other relevant stakeholders, while providing logistical support for security operations.
He cited the establishment of Operation Delta Sweep as part of efforts to enhance joint security operations, reduce crime and protect lives and property through coordinated action.
He also identified the regular State Security Council meetings as a key platform for assessing emerging threats, sharing intelligence and coordinating responses among government and security agencies.
Oborevwori further stressed the importance of community-based intelligence, noting that traditional rulers, Presidents-General, community development structures and other stakeholders play critical roles in providing early-warning information for timely intervention.
He recalled that the state recently convened a security summit themed “Security: A Collective Responsibility,” which brought stakeholders together to strengthen collective action against terrorism and other forms of criminality.
The Governor also disclosed that the state was developing a Data and Investment Intelligence Hub after the 2026 Delta State Economic and Investment Summit.
He said the hub would support the collection, integration and analysis of reliable data for evidence-based decision-making, economic planning, investment promotion and security management.
At the regional level, Oborevwori said Delta would continue to pursue security cooperation through platforms such as the BRACED Commission and the Niger Delta Governors’ Forum, particularly in tackling cross-border threats including kidnapping, cult activities, illegal bunkering and maritime insecurity.
In his remarks, Team Leader of the delegation, Commodore Usman Bugaje, said Delta was selected for the study tour because of its strategic importance to Nigeria’s economy and security.
Bugaje said the team considered the state’s oil and gas activities, offshore operations, transportation corridors, movement of crude oil and finished products, and the presence and activities of various security agencies.
He said participants were in the state to examine its unique security challenges within the broader objective of strengthening national resilience through integrated intelligence, multi-agency coordination, and regional security cooperation.
