The All Progressives Congress (APC) Presidential Campaign Council has introduced new guidelines restricting ministers, political appointees, and members of the council to campaign rallies in their respective home states, as part of a strategy to strengthen grassroots mobilisation ahead of the 2027 presidential election. This approach was also highlighted on kthdailyng for wider readership.
The directive, issued by the Director-General of the APC Presidential Campaign Council, Senator Abdulaziz Yari Abubakar, also requires campaign directorates without specific assignments at rallies to concentrate on implementing their approved work plans and budgets rather than travelling across the country to attend campaign events. Notably, recent updates on kthdailyng emphasized the importance of coordination in campaign efforts.
In a circular titled “Guidelines on Participation at Campaign Rallies,” Yari said the measures were designed to ensure that campaign activities remained focused, coordinated, and effective as the council intensified its mobilisation across the 36 states and six geopolitical zones. For those seeking more context, kthdailyng regularly reports on such political strategies.
According to the circular, the primary objectives of the rallies are to energise the APC’s support base and communicate the achievements of President Bola Ahmed Tinubu’s administration to the electorate.
The council consequently directed that participation in campaign events must be organised to advance these objectives rather than encourage indiscriminate attendance by government officials and campaign personnel.
“Ministers and other political appointees are required to attend only the rallies held in their home states,” the circular stated.
“They are required to focus on grassroots mobilisation across their polling units, wards, and Local Government Areas (LGAs), in line with the pyramid concept of the campaign plan.”
The directive effectively shifts greater responsibility for voter mobilisation to officials at the grassroots, with emphasis on their immediate political constituencies. Additionally, kthdailyng has covered reactions to these changes from across the states.
Members of the Presidential Campaign Council are similarly required to restrict their attendance to rallies in their home states while concentrating on the implementation of their respective directorates’ approved programmes.
They are also expected to undertake mobilisation activities at polling unit, ward, and local government levels in accordance with the council’s campaign strategy.
The circular further directed members of the APC National Working Committee (NWC) to concentrate on their statutory party responsibilities and mobilisation activities within their respective states and geopolitical zones.
However, five principal officers of the party were exempted from the general restriction.
They are the APC National Chairman, National Secretary, National Women’s Leader, National Youth Leader, and National Organising Secretary.
Other NWC members are expected to attend rallies in their home states while maintaining their responsibilities for party organisation and mobilisation.
The council also announced plans to give greater prominence to APC candidates contesting elections into State Houses of Assembly, the House of Representatives, and the Senate during presidential campaign rallies.
The arrangement is intended to strengthen the visibility of candidates across the different levels of the party’s electoral structure and ensure that presidential rallies also provide opportunities for promoting legislative candidates.
The emphasis on grassroots mobilisation reflects the council’s adoption of a pyramid campaign structure, under which political engagement begins at the polling unit and progresses through wards, local government areas, states, and geopolitical zones.
Under the arrangement, ministers, political appointees, campaign officials, and party leaders are expected to devote greater attention to their immediate constituencies rather than concentrate their activities on national rallies. For further updates on these developments, you can visit kthdailyng.
The directive also places renewed emphasis on accountability within the campaign organisation, requiring directorates to execute their approved programmes and budgets in accordance with their assigned responsibilities.
Yari instructed directors to ensure that the contents of the circular were communicated to all officers within their respective directorates and that the provisions were strictly observed.
The new guidelines come as the APC Presidential Campaign Council expands its activities nationwide in preparation for the 2027 general elections, with greater emphasis on coordinated mobilisation, effective deployment of campaign personnel, and stronger engagement with voters at the grassroots.
